O V E R A C E N T U R Y : B U I L D I N G B E T T E R B A N K S - H E L P I N G N E W M E X I C O R E A L I Z E D R E A M S 12 Uniform Laws: Several uniform law proposals were introduced this session including the following bills which failed: • SB 59, Uniform Fiduciary Access to Digital Access Act • SB 60, Uniform Powers of Appointment Act • SB 374, Uniform Environmental Covenant Act; and • SB 475, Uniform Money Services Act Drivers’ Licenses: Two bills addressing the drivers’ licenses for illegal immi- grants were considered and not adopted: • HB 32, Ban on providing drivers’ licenses for illegal immi- grants; and • SB 269, Two-tier drivers’ license system. The bill would have allowed illegal immigrants to continue to obtain drivers’ li- cense certifications while placing state in compliance with Federal Real ID Act. ABA Government Relations Summit Eleven New Mexico bankers attended the ABA Government Relations Summit in Washington D.C. The three day meeting provided an opportunity to meet with regulators and Congress- men including Jeb Hensarling (R-Texas), chair of the House Financial Services Committee, concerning regulatory relief for community banks, data breach and data security, bank exam reform, expansion of traditional portfolio lending and national economic issues. New Mexico Governor Susana Matinez was a featured speak- er at the summit. She discussed economic issues facing New Mexico, the 2015 Legislature and her strategy for education re- form. She did an outstanding job and was very well-received by the 1,100 bankers in attendance. New Mexico bankers also met individually with the New Mex- ico Congressional delegation and staff to discuss federal legisla- tive and regulatory issues which were considered most critical including: regulatory reform for community banks, Basel III, data breach legislation, and expansion of credit union lending authority. n n 2015 LEGISLATIVE RECAP continued from page 11
